Key takeaway

WiseTREND is an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) with GSA MAS contract 47QTCA26D002R. Agencies can buy ABBYY FlexiCapture, ABBYY Vantage and Xerox DocuShare from us on GSA Advantage, and SDVOSB status opens set-aside and sole-source options. We have supported federal, state and county agencies for years, and we team with ABBYY, primes and integrators on government bids.

WiseTREND is a Service-Disabled Veteran-Owned Small Business (SDVOSB), certified by the U.S. Small Business Administration, and a GSA Multiple Award Schedule (MAS) contract holder. Agencies can buy ABBYY FlexiCapture, ABBYY Vantage and Xerox DocuShare from us directly on GSA Advantage. They can also use our SDVOSB status to set aside a competition or make a sole-source award. We have served government customers for years, from NASA and the U.S. Geological Survey to state and county offices, and we are proud to keep doing it.

Who we are and why government work matters to us

WiseTREND is owned and led by a service-disabled veteran. For him, service to the country did not end with the uniform. It continues in the work we do for the agencies that serve Americans every day, and our whole team is proud of that. Much of that work is quiet: making sure scientific archives, land records and environmental permits are complete, protected and available the moment a citizen or an agency needs them.

We bring 27 years of ABBYY consulting experience and more than 500 ABBYY FlexiCapture projects. Our secure, on-shore service bureau has processed about 47 million documents. We hold more than 20 security and government certifications, including HIPAA, SOC 2 and HITRUST.

What does SDVOSB status mean for agencies and partners?

SDVOSB status gives contracting officers and prime contractors several practical tools:

BenefitWhat it means in practice
Federal SDVOSB goal of 5%Congress raised the government-wide goal for prime contract dollars to SDVOSBs from 3% to 5% (FY2024 NDAA, Sec. 863). Agencies are measured against it.
Set-asidesContracting officers can limit a competition to SDVOSBs, and under the updated FAR Part 19 they can set aside orders under GSA MAS as well.
Sole-source awardsAn agency can award an SDVOSB sole-source contract up to $5 million, or $8.5 million for manufacturing, when the regulatory conditions are met.
VA Veterans FirstAt the Department of Veterans Affairs, SDVOSBs get first priority under 38 U.S.C. 8127.
Teaming credit for primesLarge primes have SDVOSB subcontracting goals. Teaming with WiseTREND helps them meet those goals and strengthens their proposals.
Joint venturesAn SDVOSB-led joint venture can compete for SDVOSB set-asides, which lets a larger partner join work it could not bid alone.

The rules on joint ventures and subcontracting limits are specific, so we review each teaming arrangement against the solicitation before we bid.

What can agencies buy from WiseTREND on GSA?

Our GSA MAS contract, 47QTCA26D002R, covers SIN 511210 (Software Licenses), SIN 54151 (Software Maintenance Services) and Order-Level Materials. Agencies can buy from us through GSA Advantage and GSA eBuy.

  • ABBYY: 55 products, including ABBYY FlexiCapture page-volume licenses and ABBYY Vantage. To our knowledge, ABBYY does not hold a GSA schedule of its own. Other schedule holders list only one or two ABBYY products.
  • Xerox DocuShare: 110 products for content and records management.
  • Cooperative and Disaster Purchasing: both are active, so eligible state, local, tribal and territorial governments can buy through the same contract.

Our FlexiCapture licenses are priced by annual page volume with unlimited users. That makes it simple to size a program from the expected document volume.

Where do we already serve government customers?

Our history with government customers is long. It spans the same areas agencies ask about today: data capture, redaction, storage and managed services.

The USGS and Texas General Land Office relationships began under Criteria First and continue under WiseTREND.

In 2023 WiseTREND acquired Criteria First, Inc., a Xerox DocuShare and ABBYY reseller founded in 2002. Before the acquisition, Criteria First delivered work for the U.S. Navy (SPAWAR) and NOAA Fisheries. That work is now part of the WiseTREND family.

How do we handle capture, redaction, storage and services?

  • Capture: ABBYY FlexiCapture and ABBYY Vantage classify documents, extract data and route exceptions to reviewers. They can run on-premises, in a government cloud or air-gapped.
  • Redaction: any field FlexiCapture or Vantage captures can be redacted at export. The bar is burned into the image and the text layer underneath is removed. Read more in Redaction: The Overlooked Feature of ABBYY and WiseTREND Data Capture.
  • Storage and records: Xerox DocuShare keeps originals, redacted versions and audit history under role-based access.
  • Services: our on-shore service bureau provides trained, vetted human verifiers in a secure environment for exception handling and quality control.

How we find and pursue government opportunities

We don't wait for opportunities to find us. Every day, our monitoring system reads new SAM.gov solicitations, GSA eBuy requests, DHS procurement forecasts and upcoming federal recompetes, and scores each one for fit with ABBYY-based capture, redaction and records work. Good matches reach our team within hours, so we can decide early whether to bid as prime, join a team or bring the lead to a partner. We are quoting ABBYY-based solutions through GSA right now.

Partnering with ABBYY, primes and integrators

We have worked with ABBYY for many years. It is one of our longest partnerships, and we want to bring more ABBYY technology into government programs. We are equally ready to work with prime contractors, systems integrators and resellers:

  • As prime on SDVOSB set-asides and GSA orders for ABBYY and DocuShare solutions.
  • As SDVOSB subcontractor on larger pursuits, bringing ABBYY expertise, a GSA vehicle and SDVOSB credit to the team.
  • As joint-venture partner where a solicitation calls for it.
